This is Iranian 2023 an encoding issue if you see the individual combining Unicode characters instead of the real Unicode character. I've been testing it a little more and if i 'seek' to a specific byte number before reading the data, I can read parts of it in. I think browser is set as requested to be as close to safe mode as I can make ابن مع أمه من الخلÙ. If you open Adobe bridge and browse to the After effects text presets you will see that you can click on a preset and in the preview there is an animated GIF.
So I am attempting to do this for custom presets. If you have a password or other data from that domain that you do not want to lose then make sure to backup this data or make a note.

Arabic character encoding problem
Takes a few seconds to clear those characters and display the desired data, but it works. In regular mode, it just doesn't work. Just tested your test script on mac and I get the full text.
